Analog preloader help!!!

Hi...all

Hi there, I'm just a newbie in Flash and I got stuck with my preloader.
Here is story......

I got this idea in movie session and I download it for study....
I tried to sort it out how it's work.....but I stuck....
The idea was I want to create a preloader like analog clock and it's work...fine but I don't know how to do next to make it done....

I also attached my file for you guys to check it out....
please help....
