How can I play one scene on top of another. I want to use one scene for a background and the other for all of the other flash things.

I have two projects.(basic things) I have a background fully of moving stars across the screen. Then my other project is the flash intro, which I want to put on top of the moving stars. How do I go about this. Everytime I do it the way I think its done, the flash intro part doesn't show up on the moving stars. Also, I didn't really understand that tutorial.
