Scrolling tween not smooth

Hi, I'm making some scrolling credits with pics and text, and the animation is not smooth. Instead of smoothly flowing up the screen, the pics and text are 'jerky' - they take lots of tiny, quick steps up the screen.

Is there a way to make it smooth?

I got it to be a lot smoother by moving it with Actionscript instead of tweening it on the Timeline. Still a little bit of jerkiness, but way better.
