I need to know Change File Modify date and time using AS2 or ZINC.

How to change what file's modified data and time? You aren't going to be able to do it without help from an external tool. That could be a third party swf2exe tool or it could be a simple utility that just "touches" the file to change its date. If you can be more specific about what you're trying to do I might be able to provide some guidance.
