what i mean by fluttering is wave like motion....

same like how a flag moves in a wind. a wave like motion..

Go to the Movies section of the ActionScript.org (http://www.actionscript.org/movies-categories.php) and search with 'wave' or 'flag' to see some examples in it and adapt it to your liking... ;)
