Shivering animation technique

Hello,

Does anyone have any idea how to do a shivering animation in Flash?
Also, what is its purpose and how is it called?

Also the cartoon Ed, Edd & Eddy uses a similar technique. The borders, outlines and lines are not stationary but they are slightly different at each frame (moving or waving) even though there is no necessary movement, as if each frame was drawn from scratch.

So, what is the purpose of this and how is this achieved? Is there any simple method to do this in Flash?:eek:
