Subtitles

I didn't quite know where to post this, but what does flash offer in ways of subtitles? I'm looking to create a website with videos, and each video will have subtitles in multiple languages, so I need to be able to change the subtitles so I can't embed it into the video. I heard about being able to save the subtitles as XML.

What is that method of subtitling called? Are there any programs to help me create the xml file for the subtitles?
