do anime on flash, output to vhs or dv

hi, all

i wanna join a anime competition, but i got "flash mx" only to do anime, how can i do the setting in flash movie as the motion like tv cartoon and then output to vhs or dv format.

for example : i do "a turning face" from side to front in 3 motion pics running in 5 frame, if output as tv, how to improve it? did 5 motion pics running in 5 frame something????

please help!
