Ticker Component + .txt file

Hi everybody!

Is the first time i use Ticker component.
How do I use an external txt file with it?
I'd like other people to overwrite a txt file and change the contents of the ticker.
If it's possible, this txt file can use <a> </a>, or other html tags?

Any ideas?
