components in 2 sets?

why are the push button, scrollpane and scrollbar components in sets 1 and 2? Were there problems with the first release?

i believe it is because those components are used in the construction of the components in set 2.

if i were to create my own component and use say the mm scrollbar in my component, then that component would be visible in the component pane next to my component.

does that make since?, i don't know if i explained that well.
