Can someone help me with actionscript?

hi people! i'm thinking of putting a pop-up/speech bubble when the user puts his mouse over the picture button. how do i go about it?

and another question.. how do i make my buttons move? (eg: when the user puts his mouse over a button with the pic of a man, the man will move..)
