Bmp to Vector

Hi;
I wanna to convert a bmp to vector to use in flash. The trace bitmap function of flash exactly does my work. But I wanna tu use a more professional program to pixelate the bmp like trace bitmap function of flash. What programs would you advice and how to use basicly?

Whay don't you want to use flash for the conversions?

with the color depth and the other controls I think it works pretty well...

I suppose you could use illustrator or freehand.
