flickering photo effect

There is no way to explain this but to check it out:

Any ideas on how this was made?

Looks like they're using two versions of the same image. One's blurred the other isn't. Then they probably just jitter the _x and _y properties of the blurred image with an enterFrame event and then do a quick _alpha fade into the unblurred image.
