Everytime I save a image in photoshop in jpeg format, the image always looks messed up in the browser but fine in photoshop. How do I stop that from happening.

don't resize the image in flash
don't rotate the image in flash
increase the JPEG Quality in the Flash Publish Settings
Put your glasses on
Quit drinking
Don't do drugs

If you're using the image in flash check flash's internal jpg compression. You may be compressing a compressed image.
A trick for using jpgs in flash is make the image twice the dimension that you need it and compress it 100% in photoshop (use the "save for web" in PS). Then import into flash and shrink the image, This gives you a well compressed image and gets rid of JPG lossiness.

One other thing ... are you using like IE6 and throw the jpeg in there ? And it resizes ? Then, yeah, it's only natural it looks crappy. In the lower right corner of the picture, there's the resize button to get it back to its original size. If it's not that, well, then forget what I just said ...
