I seriously doubt it. Really. Perhaps with a hella of a lot of masks and masked layers you could make something that very vaguely resembles it but to be honest, I think it's impossible.

It will demand a large number of masked clips duplication, which will definately affect performance, and even then, no way to get a 'calming down' effect, and such realistic waves.

But,
I did it once in Flash actually...

Though I had to buy a new monitor, and replace the fish tank.:eek:
