The New York Times has Flash slide shows on their site. There is a motion tween effect they use that I can not figure out. If anyone could give me a tip or some direction on how to create this I would appreciate it.
The effect is what appears to be a stationary mask through which they pan across a picture. An example can be found at the following url:

In my experience, motion tweens work the other way around. That is, the picture is stationary and a motion tween is used to move the mask across it.
