Button over button?

Hello, I'm trying to create a small navigation for my site.

What I want to do:
Get a jpg in Flash to appear on mouse's rollover (an image of the navigation); the words on the rollover image would be used as the links.

What I tried to do:
I created a button out of the rollover image and under "Over" I had an MC of the navigation fading in. I created smaller invisible buttons for each link, and I placed these over their respective positions on the rollover image, but I guess stacking buttons doesn't quite work. Is there any way around this (okay, well I'm positive there is)?

this will cause an error, for flash has to handle two events at the same time...

please post your fla and i will have a look at it...
