It's not really vector -> raster....

It looks like he just used the 'cutout' filter in Photoshop for each photo and then did a simple ‘fade out’ of the cut out image and a simultaneous ‘fade in’ of the actual photo. Very simple actually.

The site is cool, but for me, falls under the "just because you can, doesn't mean you should" category of web sites.
