[AS2] scrolling text bar from scratch ?

ok so i know how to use and skin the scrollbar component
and
i know how to make scrolling text buttons from scratch

but

i do not know how to make a scrolling text BAR (with or without buttons) from scratch at all. example: http://www.graylabel.net/

(yes) i have already searced the forums and tutorials...

any assistance is greatly appreciated!
