Displaying a tip when you pass the mouse over a link

Hi,

I would like to know how do i have to proceed to create a label tip when i pass the mouse over a hyperlink. I'm trying to achieve something like the labels tips in this site, where when you pass the mouse over the thread it shows the content of the thread.
