motion clip on mask layer problem

I'm using a motion clip on a mask layer, but only the bottom layer of the clip is visible. Is there a way to correct this? I have several layers with a motion tween on each layer, so I can't paste them all into a single layer. Appreciate any advice...

Ok, now I'm using a single graphic symbol (with multiple circles on a single layer) for the mask, and I'm still only getting one solid circle in the .swf file. It works in the keyframe preview though. Anyone have any suggestions? Are there any publish settings I should be looking for?
