how to make new tools & panels

Hi every one!
there is an example with flash called polystar.jsfl which is i think responsible for making non rectangular shapes, i want to make my custom tool & panel to make my work more smooth, how can i add new tools to flash toolbar & make a panel that will be opened when the tool is clicked.

to add a tool to your toolbar: once you have your jsfl, xml and icon in the Tools folder, you would then navigate to Edit->Customize Tools Panel.
