Good web site template size? Please help!

Hello everyone, i'm currently making a flash site with the dimensions of 750 bye 500. I was wondering if maybe I could make the site larger in pixel size and then just lock the size in the html file afterwards if i need to make it smaller. Are there any advantages to doing this? I was thinking more pixels are better, but is there a big file size change if you double the dimensions for example? Any help would be great. Thanks!

U could also make a popup window :D
But as the rate of people getting popup blockers increases, the less likely it is people will view your site :(
