Slow Drop Down ???

If you go to there top menu bar and then on mouseover on the console and then move the mouse down to like xbox it slowly drops down a Info box. Im wondering first how they did it and then if you could make that with buttons on the inside.

Its just animated so it drops down slowly. Check yer other thread. Really, its the same question.
