This is probably a very stupid question and there is no one answer, but:
What is a good frames per second to use when creating a flash movie that is going to be used on the web and what is a good frames per second to use when creating a website totally in flash.

the default 12 is good... it's not overly cpu intensive and it's enuf to trick the mind into thinking it's seeing fluid motion... usually. depends really what kind of project or website you are working on and how much animation will be going on.
if you are going to be animating objects with as then check out moock.org and see if you can find the tutorial on that. it's great. he takes you through a time-based motion as opposed to a frame-based. so no matter how fast/slow the machine you are using and no matter how many fps you are running your movie at it would, for example, take 5 seconds to span 500 pixels (or whatever algorithim you choose).
that may have not made sense... it's monday... but give it a look. it's really interesting.

we can assume a large part of web users have a >300MHz processor, that means we can go faster than default 12fps. Using 12fps produce a lot of flickering-like objects motion.
My advice is to use 25fps if you want smooth movie clips movements (texts or vector boxes and so on). If your stage is not bigger than 640x480 it'll be ok.

The human eye cant catch more than 32 fps, but I reccomend you to use 15 FPS, 25 fps its good but not all the computers of the possible visitors of your designed sites cant display the movie at that speed, 15 fps its a reliable way to allow all the ppl to see flash animations fast smooth and good.
Thats my personal oppinion.
