URL variables

I am trying to develop a referral script for my website. My plans are to add a referral account # to the URL and have it automatically log the referral into a database.

Basically, I would like to be able to have someone type in a url like:

http://www.favhost.com/referral.php?acct=08536 and have it log it into a database that this perticular person (by I.P.) was referred by account #08536.

I cannot seem to figure out how to put the variables into the URL, and how to pull them into a database. I've looked at several tutorials, and I get nothing.

Can someone please advise?
