Need help creating gif

I created a first draft .gif using "paint" program from windows. Need help with someone who is good artist on making gif. Possibly also a simple animated gif.

What I would like done is, not a full green spread but the circle about 1 cent-1/4 size thickness in green and inside area white, letters blue. The lines that form the tournament bracket possibly to flash in tournament direction. If that cant be done without major work then could the circle turn in clockwise direction.

He means he wants a circle with a green line around the inner parts of that green circle. A big green outline around TWF and the tournament thing and it should spin clockwise(the whole thing).
