help: slow flash speeds when added to a webpage

I am putting a flash part in my website its in a html webpage and the fps is set at 30 when I open the html doc with the flash .swf in it both internet explorer and firefox run it about 12 fps or slower. So I turned it up to about 55 fps and then tryed it. It ran about 30 fps but when their was big movement on the screen it went very slow (slower then 15 fps). Is their something I am not doing in html or something I am doing wrong?? anyone else have this problem if show what do I do?? thanks

I can use golive and dreamweaver
