OT - web hosts

Can anyone recommend a good webhost?

I was looking at 1dollarhosting.com and their deal looks good except they charge $1 a month for every additional 5MB on top of the original 20MB.

I would like to get about 100MB with a high data transfer limit and must have php, cgi and all that...

really damn cheap - $US25 a year for 250MB unlimitted traffic....

Is there anyway of checking how fast they are...

If they dont say "no popups or banners" should I assume that there are?
