On the website http://webagent007.com/v3_hi.htm on the top left corner there is two robotic arms coming out. Does anyone know how to do this?

You can accomplish that using an FLV file embedded into the swf. You would first create that animation, using Adobe After Effects for example, then export the animation as an FLV file that you would then import into flash.
