Color Cycling

Does any one know how to do a cycle color effect.
Basically an image changes colors.

I need to do the effect Color Cycling found in Director
Library -> Animation -> Automatic -> Color Cycling

Could you use a looping timeline and a setRGB command? Just throwing ideas around.
