Does anybody know of any web sites that are totally 100% CSS driven (ie, no tables, using UL lists for nav, etc..)
I have heard in order to enter design competitions, you have to be CSS or they won’t even bother looking at our stuff

select various designs on the right hand side navigation bar.
each site uses the exact same source code, just different css files.

A list apart is a major one www.alistapart.com , they have links off of lots of those sites too to other CSS sites. They all think they are special and form little alliances with one another.
I'd say that CSS is definitely the way to go if it is practical, tables will still be used for data as that is what it is for, but there are times when CSS does a horrible job and requires too many work around such as vertical centering text within a div for example. I'd say that major awards do look at code and how you have kept up with the times but there are a lot of major corporations out there who use tables still because they are more universally consistant with browsers.
