What is the best video format to start with before making an flv?

Before making an flv with Flash video Encoder, what is the most ideal video footage format to have to produce the best quality results?

for example, mpeg, avi, mov etc.

Any knowledge would be much appreciated.

I have yet to see some good quality FLV's, no matter what the original format the video was in, to start with!
