php developers, where you at?

hello children, i may be braking some forum rule but a friend is looking for a good php developer for a freelance job(s); i added the s because if he likes what you do he'll always come back to your for the next project. at the moment i don't have much details and i've been asked to see if i can find some freelancer out there in planet earth.

am i braking a rule?
what are the rules? and most importantly where are the rules?
