Mouse effect

I am stumped on a really neat effect I run into every now and again on the Web. It is a mouse effect that happens when a user clicks/rollsover a menu link. I take it you mean the sliding bar which slides to the button when you press it???

I can't remember if I saw how to do it at a Flashkit tutorial or from a downloaded fla.
