pull down menus in Flash

Is there a simple way to include a pull down menu, in Flash, for US states?

You can create your in own in flash, just with a MC and a button in the first frame, a second frame with more buttons, so it just looks like a pull-down menu, just put a stop action in the first frame, on roll over of the button in the first frame, gotoAndStop(2) and with the buttons in frame 2 just end all the buttons with gotoAndStop(1)

that should do it
