Multilanguage Text in Components and TextFields

I have read through the Help docs in MX 2004 regarding the creation of multilanguage movies but I must be a bit dense because it is making no sense to me.

I have an online interface for an embedded system that will be distributed internationally. I am in the US. I am using multiple instances of v2 components and dynamic textfields that are created or attached programmatically so there is nothing on the Stage at authoring time. All of the placement coordinates and data for each of the components and textfields are stored and read in from external XML files.

This all works great. But now I need to make sure that someone in China or Japan, for example, can view the same content that people in the US do but in their native language.

Does anyone have a "simple" way of explaining how to do this? I am just missing the mark on how Macromedia explains it.

... or if there is not a "simple" solution to this then how about a hard solution. I am getting nowhere with this.
