Default help with flash banners- 40k initial size?

Hi everyone,

I work at a post house and am completely animation minded, no code, no nothing. I have been working with flash for years, but never for online content. A client has asked us to make flash banners for sequences we shot and animated and after painstakingly putting them together we finally achieved the banners we wanted under the 140k size max.
Now, we are faced with a problem im having a hard time finding the right phrasing for on google.
For flash banners, I am told that the initial flash must be 40k, and this will then load to the larger flash banner with the right coding.
I could be wrong, thats why I'd love to see if anyone can help or educate me on how to make these flash banners work properly.
