Question AS3 APIs in downloadable format?

Hi, guys, do the AS3 APIs (aka ActionScript 3.0 Language Reference) exist somewhere in downloadable format at this point?
overstream.net: add subtitles to online videos (youtube, vimeo, blip.tv...).
