What It is? - As it says... an encoder application.
What It does? - Encodes some video file to the FLV format.
And why It's useful? - Useful only if you're encoding video to the FLV format.

It's greatest benefit is the fact that it's a great video compression tool that enables anyone with FlashPlayer to view the video. It streams by default and is packed with a great control panel option.

I personally think it's the best way to deploy video online at the moment. Just look at all the video sites (i.e., YouTube) - it's what they're pushing.
