When publishing as 100% as opposed to Match Movie, you can resize your browser or have a resolution of 800 x 600 and you will always see all the content. My question is how do you achieve this ability without the Flash movie being over sized ?

I think the solution is changing the percent from 100% down to about 85% (for a 800x500 movie). I will post again if I can figure out how to accomplish this exactly ( as opposed to rough estimates).
