Exclamation Resizing of the TitleWindow by the user

In the documentation when it explains about the Titlewindow it says this:

"Displays a popup window that contains a title bar, a caption, border, a close button, and its children. The user can move and resize the container."

Now I've built a small dialog using the titlewindow. It's pretty simple..just has a datagrid and an ok button. But when I bring it up, I can't for the life of me figure out how to resize it. Is there something it "turned on" or didn't turn on that caused it not to be easily resized? Or am I just missing the visual clues as far as how to resize it?

Default Making Title Window resizeable

Any updates on the resizing of titlewindow.
