Default Flash for website

I am looking for someone who can create a flash logo for my company's website. We have a four word company title (two words on top, and two underneath). What I am envisioning is:

All four of the words on the right side of the logo. A little animated crane goes over, picks up the words one at a time, and takes them to the left side of the logo and sets them in place. After he brings over the first word, little animated welding guys come and start working on the words (sparks flying etc.). When the crane is finished bringing all the words over, the welders get ladders out and start welding on the top tier of words. And I'd like the welders to continue if possible to weld on the words no matter what page the customer goes to. In other words, as long as the customer is on the website.

I'm not familiar enough with flash to do this myself. Is it possible? Is there someone who could do this?
