Default browser resize confusion

Hi. I try to resize the size of my movie to fit user's screen resolution. After reading many threads, I understand I have to publish with percent setting and put 100% width and height in my embedding code instead of fixed values.

But when I do this, my movie appears very small in my page so I guess I'm missing something.

Also, if i want my movie to be full screen in 1280 x 1024 as well as in 1024x768, I should do my original layout in the biggest format to preserve image quality. Am I right?
