Exclamation Relative Scrolling Content and Navigation

Hi, I am pretty new with AS and I am working on a project. I have to turn it in soon so I hope I can get help. I came up with a color wheel. I have been thinking of how to make it work and I found this.

Relative Scrolling Content and Navigation


I did everything it said and suggested and tried to use it in a circle. Hmmm It seemed simple since it used frame labels instead of what the others did but it doesn't seem to be working. I made a little test file with just the bottom part of the wheel.
