Default pass parameters to windows command line

I have created a form in flex (--> AIR application) in which the user should enter some parameters. Together with a python-scriptname these parameters should be passed to the windows commandline where it should run afterwards. The python-script is already complete and can be run perfectly in the command line with the following command (example parameters):

script.py 1 1000 1000 1000

1) How is it possible to start the windows command line?
2) How is it possible to pass the parameters to the command line?
