Default [AS2] Fullscreen exe on startup???

I have this flash executable created (Flash 9, AS 2.0), it's using the fscommands to go fullscreen, there are no issues with this. The problem is when the kiosk it's installed on is rebooted, this program should launch fullscreen automatically.

It's in the startup folder, and I've even tried delaying the fullscreen command in flash, but everytime it comes up not fullscreen. I've automatically hid the taskbar but it still shows up when the program is launched automatically, I don't know what else to do in order to fix this.

As a last resort I guess I could use MDM zinc to create an executable, but I was hoping to avoid this. Anyone have any advice on this issue?

create a new layer name it fs then paste this in that layer (in this order)

fscommand("trapallkeys","true");
fscommand("fullscreen","true");
fscommand("showmenu","false");
fscommand("allowscale","false");
