Out of focus

Hi friends,

If somebody knows how to make an effect out of focus please help me.
What I'm trying to do is that any bmp stays out of focus. I've tried to
do it with Flash but I can't make it. (I have Fireworks, Photoshop and
but I can't find the appropriate tool to make it).

In photoshop:

filter >> blur
