Default Can Flash Live Media Encoder use a local FLV as source?

It's easy to set the source for Windows Media Encoder to a local file, such as when you wish to start playing a local file during an intermission at a live webcast, but this option doesn't seem to be available in Flash Live Media Encoder 3.1.

I see that I can use a 3rd party app like WireCast, but the budget doesn't cover that kind of expense.
