Default Flash animation speed

This questions has 2 parts:

1. When I have lots of things on the stage that are tweening, the animation slows down and you can see the image to sort of jitter. How can I fix that?

2. If I am designing a full screen animation for a screen that has a resolution of 800 x 600, which is better in terms of speed or whit it run the same:

An animation with the size 800 x 600.

or an animation with a smaller size let say 400 x 300 which is made to run in full screen?

Basically the second question is trying to ask if in Flash, animations that are different resolutions, do they run exactly the same when played in full screen?
